Without cutting that trace on the Teensy the MiniPCB2 will "power up" with just the USB plugged in (5V and 3.3V become available but the motors will no run.)  I.e. you will see the power LED light.

Either way, trace cut or not, plugging into the coaxial DC connector should power up (again that power LED will light.)
